PCM - New Refrigerated Technology in Transportation
Ministry of Industries cq R/D Chemical & Packaging Agency has collaborated with Korea to research PCM technology. PCM is an alternative to substitute an ice block that we know ice block could not support fully in cold chain system, especially for fisheries product or other high value fresh products. With Indonesian Cold Chain Association (ARPI) will make some pilot projects to socialize this that maybe Ministry of Marine Affairs & Fisheries (who also have a 2009 program in increasing quality and safety) could collaborate in regarding to make a good cold chain system. Three provinces will be as a first project, are: Jakarta, Surabaya and Makassar (May-August 2009).

August 10, 2009, ARPI will hold half day seminar with main topic Total Quality Management in Fresh Products. It will discuss about how to handle the fresh profucts in post harvest, distribution and processing to meet the requirement of international standards and easier to make health certificate (HACCP< ISO 22000), etc
During July 27-29, 2009, USDA has held international conference at Davao City, Philippines. There are many challenges, i.e: Insufficient education if farmers, service provider and other major stakeholders or players on the benefit of cold chain system, also insufficient cold chain facilities and support infrastructure to advance cold chain network. Also government policies are not harmonized. So it will be useful if cold chain association between Philippines, Indonesia and Malaysia could collaborate to handle this challenges. USDA assitance is still needed to support all problems that face this country in conjuction with cold chain development. COHRAN Training Program is a one of key to increase the function of cold chain system. The transfer of technology, systems and equipment need to accelerate and encourage the skill of cold chain technician. ARPI has presented the Indonesian cold chain system development and has been noted by Cold Chain Association of Philippines (CCAP).
RI has trapped in importing food, salt also has been imported. Economic growth policy with weakness regulation has become RI trapped in importing food. As having more than 95,000 km of sea line, is easy to produce salt, but actually RI still import this product around US$ 90 million during 2008. More than US$ 5 billion RI uses the foreign exchange to import food. Some practitioners ask that RI just have not more 30 items of food as backbone of horticulture products (for instance). Many producers and marketers play these items into their business that make a bad condition in competition and also its price. Actually, more than 300 items could be as a backbone product but they are not seriously to produce. This condition can not be continued, the conclusion should be taken it with establishing and strengthening the new or renew regulation to limit its importing volume, beside diversify items of products that could support farmer’s income and spread its distribution including increase its export and decrease its import.

THE SUMMARY of COLD CHAIN ROUNDTABLE MEETING, SEPTEMBER 10, 2009
Dalam rangka optimalisasi penerapan sistem rantai pendingin guna penguatan daya saing dan nilai tambah produk pertanian segar, pada 10 September 2009 kemarin, Departemen Pertanian yang bekerjasama dengan Asosiasi Rantai Pendingin Indonesia (ARPI) telah menyelenggarakan Roundtable Meeting yang dihadiri oleh, 1). Instansi pemerintah terkait seperti Departemen Pertanian RI (sebagai host acara) dengan Balai Besar terkait, dan Departemen Perindustrian RI dengan Balai Besar terkait, 2). Industri-industri yang menggunakan sistem rantai pendingin, mulai dari produsen, distributor, jasa transportasi dan logistik, retailer, industri alat-alat pendingin hingga ke eksportir dan importir, serta 3). Kalangan konsultan dan universitas seperti IPB. Narasumber lain yang juga mengisi agenda acara adalah Konsulat Pertanian, Kedutaan Besar Amerika Serikat dan Bank Negara Indonesia (Persero) Tbk, Divisi Syariah (ARPI mempunyai MoU dengan bank untuk pembiayaan usaha UMKM).
Rondtable meeting menghasilkan butir-butir kesepakatan untuk menjadi acuan strategi pengembangan industri yang menggunakan sistem rantai pendingin (tersebut diatas) kedepan guna produk pertanian segar Indonesia lebih berdaya saing dengan regulasi yang mendukung, sbb:
1. Kelompok produsen dan eksportir serta importir menginginkan perbaikan pada: a). Memperpendek jalur distribusi produk pada pasar tradisional, b). Edukasi sistem rantai pendingin untuk pasar tradisional, c). Memperbaiki masa simpan produk menjadi lebih panjang sehingga harga lebih relatif stabil karena produk dapat dipasarkan diluar musim panen, terutama untuk produk unggulan seperti mangga, manggis, pisang, nenas, dll, d). Standardisasi SDM yang dapat mengontrol mutu produk, dan e) Fasilitas logistik pendingin di sentra-sentra produksi pertanian karena dinilai masih mahal dan tidak terjangkau oleh Gabungan Kelompok Tani.
2. Kelompok suplier, supermarket & hipermarket, industri alat-alat pendingin, serta logistic menginginkan perbaikan pada: a). Peluang industri lokal yang mampu membuat reefer container yang lebih murah dari container impor, b). Uji coba berupa pilot project produk Phase Change Material (PCM) sebagai sustitusi es balok dan dry ice, c). Teknologi M/A (modified atmosphere) sudah waktunya diterapkan dalam pengangkutan domestik maupun internasional yang dapat memperpanjang daya simpan hingga 3-4 bulan, d). Edukasi supplier local didalam menerapkan sistem rantai pendingin didalam distribusi produk (selama ini kebanyakan hipermarket menginginkan pendampingan tenaga ahli distribusi berbiaya mahal), e). Packing house pada pengumpulan produk di sentra-sentra produksi diperbaiki karena kondisi yang masih kurang baik, f). Edukasi teknologi cold storage yang hampir tidak dikuasai oleh teknisi yang berasal dari Gapoktan, g). Edukasi manajemen supply dan demand untuk Gapoktan agar didapatkan optimalisasi pemakaian cold storage, h). Penempatan sarana cold storage harus tepat sasaran, i). Proses sertifikasi oleh lembaga mutu lokal yang masih sarat dengan aturan birokarasi sehingga memperlambat pensertifikasian (tidak praktis seperti yang dikelola lembaga mutu dari luar), j). Standar sistem distribusi yang belum ada serta regulasi sangsi bagi yang melanggar keamanan pangan belum berjalan, k). Awareness pelaku industri yang menggunakan sistem rantai pendingin ditingkatkan, dan l). Informasi lengkap dan terkini tentang produk, baik yang disediakan oleh instansi pemerintah maupun kalangan universitas.
3. Kelompok instansi pemerintah dan balai besar terkait serta universitas menginginkan strategi pengembangan sistem, a). Insentif untuk pengembangan rantai pendingin, seperti: pengembangan teknologi pasca panen (mencakup pengemasan, penyimpanan, dan transportasi berpendingin, percepatan prosedur perijinan dan regulasi, penerbitan SK MenTan tentang prosedur ekspor, khususnya ke negara China, fasilitasi sarana dan prasarana yang sudah beroperasi (TA, STA, pasar ternak, RPH) dengan rantai pendingin, dan pengembangan desa mandiri energi di wilayah TA dan STA, b). Program Training dan Seminar (untuk stakeholders) yaitu bimbingan teknis penanganan pasca panen melalui rantai pendingin kepada petani, Pembina dan pelaku agribisnis, c). Peranan Penyuluh Pertanian, yaitu melalui Perguruan Tinggi dengan program KKN dan KKP dengan materi rantai pendingin dan melalui SL-PPHP dengan juga bermateri rantai pendingin, d). Studi banding rantai pendingin, yaitu penyusunan TOR rantai pendingin ke Negara Thailand, e). Membentuk tim khusus (task force) untuk membahas pengembangan rantai pendingin yang dikoordinir oleh Direktorat Penanganan Pasca Panen, DitJen PPHP), dan f). Aktivitas-aktivitas yang melibatkan kerjasama luar negeri, seperti tindak lanjut kerjasama Indonesia – Thailand, Indonesia – Belanda, ataupu Indonesia Amerika Serikat (USDA).
Narasumber dari Konsulat Pertanian, Kedutaan Besar Amerika Serikat, menjelaskan bahwa mereka akan mendukung beberapa event dan pelatihan sistem rantai pendingin internasional, seperti International Conference di Oklahoma pada Maret – April 2010, pelatihan-pelatihan teknologi yang didadakan beberapa kali dalam setahun di negara-negara maju seperti USA dan Uni Eropa, ataupun studi banding ke negara yang telah baik menerapkan rantai pendinginnya.
Sedangkan narasumber dari Bank Negara Indonesia (Persero) Tbk, menjelaskan kesiapannya mendukung system perbankan dalam upaya meningkatkan kapasitas usaha industri rantai pendingin, mulai dari industri hulu sampai ke hilir.
